What Is an HRA?

The Habitats Regulations Assessment (HRA) is a statutory process used to determine whether a proposed development might have a significant adverse effect on protected European sites—that is, Special Areas of Conservation (SACs) and Special Protection Areas (SPAs), which together form the Natura 2000 network. These sites safeguard habitats and species of European importance, from coastal wetlands and riverbanks to upland heath and freshwater lakes.

When Is an HRA Required?

Local planning authorities must carry out an HRA for any development that could affect a Natura 2000 site. As the applicant, you’re expected to supply the evidence and technical analyses they need to make a robust decision. Typically, this includes:

  • Site Characterisation: Mapping the features of interest (habitats, species, hydrology) both on-site and in the surrounding “zone of influence.”

  • Impact Assessment: Evaluating potential effects—direct (e.g., land-take, habitat loss), indirect (e.g., changes in water quality or recreational pressure), and cumulative (e.g., combined impacts with other developments).

  • Mitigation Measures: Proposals for avoiding or reducing impacts to a level where “no adverse effect” can be concluded.

  • Appropriate Assessment Report: A formal document that brings together the above information in the structured format required by the Habitats Regulations.

Shadow HRA vs. Authority-Led HRA

  • Authority-Led HRA: The local authority prepares the appropriate assessment following initial screening, then consults statutory nature conservation bodies (e.g., Natural England).

  • Shadow HRA: An HRA prepared by your ecological consultant and submitted with the planning application. The authority can adopt this report in place of preparing their own, speeding up the process and demonstrating your proactive approach to compliance.
